Panama Agro Nexus
Hecho en Panamá. En beneficio de Panamá.

Initial Project Portfolio – Summary for CAF Discussion

Project Overview
Strategic Concept

The Panama Agro Nexus initiative begins with three parallel projects:

1
Panama National Controlled Agriculture Program Study
2
AGRI'CERT Agricultural Certification Laboratory System
3
VANIMUNDO Greenhouse Production Pilot

The purpose of the Strategic Study is to define the structure, investment clusters, and financing architecture of a future national agricultural transformation program for Panama.

The AGRI'CERT laboratory system and the VANIMUNDO greenhouse production project are designed as early operational demonstration projects, illustrating the practical implementation of the future Panama Agro Nexus agricultural transformation program.

Expected Economic Impact

The long-term Panama Agro Nexus program is expected to significantly expand Panama's agricultural sector.

Estimated Production Capacity
  • ≈ 1,000 hectares of controlled greenhouse agriculture
  • ≈ 250,000 hectares of modern outdoor agricultural production

Estimated Annual Agricultural Output

USD 5 billion per year

$5B
Estimated Annual Output

Projected agricultural output after program implementation

$2.2B
Current Annual Output

Panama's current agricultural output

+$2.8B
Expected Annual Increase

Representing more than a twofold expansion of Panama's agricultural sector

Employment Impact

The program is expected to generate substantial rural employment.

Typical Employment Benchmarks
  • High-technology greenhouse agriculture: 15–20 jobs per hectare
  • Modern outdoor agriculture: 0.10–0.15 jobs per hectare
Estimated Employment Potential
  • Greenhouse production: ≈ 15,000–20,000 direct jobs
  • Outdoor agriculture: ≈ 25,000–35,000 direct jobs
55K
Total Direct Jobs

≈ 40,000–55,000 estimated direct employment positions

80K
Total Value Chain Jobs

Including logistics, processing, export handling, and services — ≈ 60,000–80,000 jobs across the agricultural value chain

Key Discussion Points for CAF
Panama National Controlled Agriculture Program Study
  • Confirmation that the project qualifies under CAF Technical Cooperation financing
  • Confirmation of the USD 4.5 M grant structure
  • Discussion of implementation framework and executing entity structure
AGRI'CERT Labs – Agricultural Certification Laboratory System
  • Confirmation that the pilot laboratory infrastructure can be supported under CAF Technical Cooperation financing
  • Validation of the concept as export certification infrastructure supporting agricultural development
VANIMUNDO – Greenhouse Production Pilot

AGRI’CERT Labs – Agricultural Certification Laboratory System

Confirmation that the pilot laboratory infrastructure can be supported under CAF Technical Cooperation financing

• Validation of the concept as export certification infrastructure supporting agricultural development.

VANIMUNDO – Greenhouse Production Pilot

• Evaluation of the project under the CAF Climate / Green Agriculture Program

• Discussion of whether the project could potentially be structured with minimal or zero cash equity, supported by:

– land contribution

– export off-take agreements

– integration with the national agricultural development strategy.
